There was a period of time in US history when a fourth grade education was as much as the average person received before moving into the work force. Though we now graduate a much higher percentage of students from high school, many of those still only read at a fourth grade level. There are several schools of thought as to why this is, but there is no reason to accept it.

Many parents have given up on the public school system and enrolled their children at great expense in private schools with better track records. Those that cannot afford private schools are often left in the lurch.
